The Parliamentarian holds the key to the immigration reform in the Build Back Better Act. There is a lot of noise about possible overruling her recommendation if she comes out against including the immigration provisions in the Build Back Better Act. I suggest that it is not possible in the current environment where Democrats are struggling to get their own party behind the bill. But if she is favorable as she interprets the Byrd rule, then we may have an opportunity to pass the first significant pro-immigration legislation in 35 years.
